The Mission Networks Business Unit under the Electronic Systems Business Segment primarily supports the FAA by providing air traffic management systems, products and services that improve operations safety and efficiency. The business designs, implements, and operates large, complex networks supporting air traffic management and mission critical communications; develops voice communications systems; and develops air traffic movement and information systems.
The Engineering Manager will be responsible for the functional management of a multi-disciplined engineering department of approximately 95 engineers (predominantly system, software and integration and test disciplines); and for the leadership of the engineers in support of pursuits, proposals, IRAD projects, and programs for the Surveillance and Automation Solutions Business Area of the Mission Networks Business Unit. The work in this business area includes modernizing from a ground-based system of air traffic control to a satellite-based system of air traffic management, improving communications between pilots and air traffic controllers enabling more efficient operations and reducing communications errors and radio congestion, and developing leading-edge concepts in all dimensions of air traffic control.
The Engineer Manager will support the business in the areas of planning, staffing and execution of tasking on proposals, IRAD projects, and programs. The Engineering Manager will also provide coaching and leadership development for a direct staff of Group Leaders as well as for the entire department. Other responsibilities include:
Provides leadership, management, direction, andtechnical oversight for the department
Serves as a mentor in guiding the development and growth of engineering staff,encouraging application of system, software, and integration and test engineeringbest practices; fostering a proactive attitude and encouraging innovation; and reinforcing contributions and commitment in line with Harris corporate values
Maintains proper staffing levels and expertise in order to meet business objectives through the effective planning and executionof projects, pursuits, and programs
Works with Business Development, Program Management, and Business Unit Leadership to provide input for Strategic Planning,Research and Development Planning, and Inter-Corporation Resource Sharing
Staysabreast of state-of-the-art technology advancement; identifying disruptive or emerging technology trends for inclusion inIRAD, innovation, or pursuit/program ECP opportunities productimprovements
Exerts influence in the development of overallobjectives and long-range goals of the organization
Drives application of system, software,and integration and test engineering standards and best practices, andprocess adherence; defines, evolves and tailors processes as needed fornew requirements
Supportstechnical and cost development of proposals, with technical guidance, resource planning, and technical and cost review
Establishes operating policies and procedures thataffect subordinate organizational units. Interprets, executes, andrecommends modifications to organizational policies
Executes functional requirements of staffing, training,talent development, engagement, retention, performance management, and overall management of the department
Develops and conducts work programs in accordance withthe company's policies, priorities, and budget constraints
Manages and/or develops budgets for functions ordepartments including operating requirements and equipment and materialpurchases. Meets engineering organization Annual Operating Plan(AOP) budget.
This position reports directly to the Mission Networks Senior Director of Engineering.
Bachelorof Science in a field of Engineering with at least 15 years ofprogressively challenging engineering experience or Master of Science in afield of Engineering with a minimum of 12 years of experience
Experienceemphasis in systems and I&T engineering
Leading/managing systems engineering andinter-disciplinary project teams (including technicalperformance, schedule, cost and risk)and programs supervisor or management experience
Preferred Additional Skills:
Experience in the application of system, software, and test engineering standards and system/software lifecycle standards (e.g., DevOps), and experience in the application of systems engineering within a development organization
Experience in the management of a large and diverse engineering staff
Demonstrated ability to deliver and sustain measurable results
Ability to coach, mentor and build relationships with staff and internal/external organizations
Ability to clearly and succinctly convey information and ideas, including strong executive communication and presentationskills
Familiarity with FAA surveillance andnavigation systems and NextGen initiatives
Have/ability to obtain FAA Public Trust Clearance
